もう11月に入ったんですねー　早いですねー
さて、第二稿がほぼ完成しました.プリントアウトして明日の練習にもっていきます。
もしこれを見た人は添削をお願いします。
論理的にはある程度整えられているはずです。きっと。そう信じたいです。
文法上のミスや表現上のミスなどがあったら訂正等おねがいします。

Thank you ladies and gentleman.
Today, we will explain "Japan should significantly relax its immigrant policy".

Now under the status quo, Japan is in the time of declining of birthrate and aging of society. In the future the workforce will surely be scarce. This problem is so serious because the labor force is fundamental thing for nations thus we will inevitably have to face the national crisis. To avoid this we propose we should relax immigration policies.

Our team line is "Government should take responsibility for the human security not only now but also in the future”.

In my speech I have two arguments.
First argument is "Improvement of Japanese Industry and Economy."
Second argument is "Solution to the illegal working”.

Then our first argument is "Improvement of Japanese Industry and Economy."
Now, in Japan the population is aging and birthrate falling extremely rapidly.
And in the future, the situation will become worse and worse.
Because of the declining birthrate, there will be less young people.
Also, because of the aging of population, the proportion of old people will become higher, and that of young people will become lower.
Therefore, the working-age population will be scarce.
According to the estimate by the Japan Business Federation, the working-age population in 2055 will be about 46 million, which is half of present number.
This will cause two major problems to Japan.

The first problem is the decline of industry.
For example, in the agricultural industry, the shortage of workforce is very serious.
This shortage can’t be solved by Japanese young people because they don’t want to get this job.
If this situation becomes worse due to the aging, citizens won’t have access to the food necessary to their life.
Industries are closely related to our life, but they will stop its function because of the shortage of workforce.
This is such a very big problem!

Then, the second problem is worsening of economic growth.
If we don’t have enough workforces, we can’t do enough production activities as I said before.
This will lead to the worsening of economic growth and people have to lead more difficult life.
This problem can’t be solved just by expanding employment.

In order to solve these problems, I propose Japan should accept more immigrants.
By doing so, we can solve the problem of shortage of workforce.
As a result, citizens will be supplied with enough resources necessary for life and they can live comfortably.
Also, economic situation will be stable.

By taking this plan, Japan can protect the human security of its citizens.
Next, I will explain about my second argument.
My second argument is "Solution to the illegal working"

Now under the status quo, illegal working by immigrants is a controversial problem.
According to Professor Murashita in Osaka University, in Japan the number of legal foreign workers is a bit more than 100 thousand of the total foreign workers 925 thousand, that is foreign workers in Japan are mostly engaged in unskilled labor and regarded as Illegal worker.

Therefore, many of them are forced to work in the hard working conditions.
In some cases, they are paid much less than Japanese workers just because they are illegally working.
And what is worse, they can’t ask for help because they are in a disadvantageous position.

However, if Japan relaxes its immigration policies, the Japanese Labor Standards Law will be applied to the immigrants.
Furthermore, if the purpose of the accepting immigrants is to increase the labor force as I mentioned in my first argument, the work which was regarded as illegal will be regarded as legal.

Consequently, there will be no illegal working because all unskilled working will be allowed
And foreign labors will no longer be treated in the cruel working conditions.
So, their human right and human security will be protected enough.
For these reasons, relaxing Japanese immigrant policy is beneficial in the aspect of globalization.

Then I want to summarize my speech.

Government should take responsibility for the human security not only now but also in the future.
In order to realize this Japan should significantly its immigrant policies.

初稿、日本語での構想を経て、やっと完成が見えてきました。
